Fuel Gage readings

Hey Guys,
I ran out of gas a couple of weeks ago with 1/2 tank showing.
Joe, who I bought it from in June said he thought the gage was off.
How do I find the problem?

eldebrock 650 carb tuning

The idle stays fast (1100rpms) and only drops to 1,000 after warming up!
its a 351 w with a mild at best cam.
