Unknown axle brackets

Unknown axle brackets

I bought a CR last year that was built in the mid 90's. The rear axle was built out of all new parts and there are two brackets that I can not determine what their purpose is. They bolt via saddle clamps to the axle tubes and also attach to the axle shock mount. The sway bar passes thru them but does not come in contact anywhere. Can anybody identify them? What are their purpose? Are there parts missing? Thanks for any info

Maybe at some time they had some traction bars installed.
