Yes. Move the screws all the way in until they lightly seat, back both out about 1 and 1/4 turns (equally on both sides), put the vacuum gauge on the manifold fitting, usually at the base of the carb in the front, adjust both sides in equal increments until you get your highest vacuum, then turn each in about an 1/8th of a turn. Then adjust idle. N.B., if the air bleeds were partially clogged and you had adjusted stuff to compensate for that, then the settings will be out of whack when the bleeds are clean. After you've adjusted it, if you have vacuum secondaries, put a zip tie marker on the shaft and take it out and WOT throttle it. Then look and see if the secondaries fully opened.
