Title a kit without an MSO?

I have been tempted to buy several unfinished/incomplete kits that had changed hands a few times. In each case I declined because the seller could not provide the MSO or VIN, and I have been led to believe that will prevent me from titling the car here in Alabama. In one case the car was little more than a replica fiberglass body on a homemade frame. .... Has anyone had success putting such a kit on the road, especially in Alabama?

In Arizona, there is a way to title a home built car though I don't know how its done.
Like if you built a sand rail from scratch, then wanted to drive it on the street.
Maybe Alabama has something similar.

Larry,
Alabama allows scratch built cars, but you have to present receipts for all the major components (e.g., steel for frame, engine, etc.). For the kits I've been seeing, all I can get is a bill of sale from the present owner of the components. They have been unable to provide receipts showing where the components originated.

Hmmm. I would say give them a call and talk to them about it but if they are anything like AZ, three people will give you three different opinions. Maybe they could do it on an agreed value for the taxes. That's what they are really after.
