Clear coat and paint restoration question

I found an interesting classic car that I'm thinking of purchasing. The body is straight, and I think I can get the car cleaned up and running nicely. The only problem is the paint: the clear coat has peeled up in places in large patches, and the paint has faded.

Is it possible to polish and/or sand off the clear coat, and polish the paint for a fresh layer of clear coat to restore the finish?

This is not work I would do myself. Can body shops do something like this?

Unless you know what caused the clear to fail (either the clear is faulty, or the base had a chemical reaction to the clear causing it to pop/peel) in the first place, you'll have to factor in a strip to bare metal and a respray, with adjoining panel blending for a seamless match.

Since every paint job is different, you'll need to bring it to a shop to get a sense of what actually needs to be done. If they do not suggest stripping, find another shop that knows what they are doing.
