Good advice, in title regimes. Where I live (Saskatchewan, Canada), vehicle titles are a waste of good paper. Show up at a licensing office with a valid Bill of Sale and you're good to go. No title is necessary - they search the database for the VIN and, assuming it's not showing up as stolen or written off, they'll issue a registration in your name.

Here is another scam. A seller sells a car at a really good price. Then gets as high a deposit from as many people as possible. Tells them he needs the car for another week or so. Then gets the full price for the vehicle in cash if possible. He has their details, so he goes over and steals the car with spare keys, and gets the full price from another one of the people who paid a deposit with an arranged time just after he steals it and before it gets reported. Even if it got reported stolen the second guy wouldn't check anyway. Then he repeat the process as long as he thinks he can get away with it. The vehicle wasn't in his name in the first place so very hard to chase as he moves around the country. Hopefully no criminals reads this message.%/
