Bolts on non-adjustable seats
The carriage bolts spin in the wood seat base. Previous owner moved them to new holes to no avail. What is the trick to prevent them from spinning?

I don't know if you have enough wood to do this but one thing would be to counter sink the bolt heads. If not that, then got some good glue and glue the heads to the wood and let it set until it is hard. If that doesn't work, take a small piece of steel and bore a hole through it that the bolt can go through and then weld the bolt head to that and fasten the steel strip to the wood with small screws.

I marked the places where I wanted holes then took the wooden bases out, drilled holes, and installed t-nuts made for wood so the bolts come in through the bottom. The covers are just stapled on; easy to R&R. Make SURE before you drill your holes through the floor plates that the seats will be angled properly and, on the passenger side, will leave enough room for an E-brake handle should you decide to go that way. If you screw up the seat base bad enough you can fix it with a new piece of wood; other things, not so much.

Use a small strip of 1/8" steel, and weld two bolt heads together. Don;t have to take anything apart, and would take <30 minutes.

Thanks Ron, Bill and Bob for the suggestions. The t nuts sound like the best solution for me. I don’t have a welder. Will make a trip to the hardware this week.

Cut a slot into the bottom of the bolt and use a regular screwdriver to hold the bolt while you tighten the nut with a wrench

Bill, The t nuts worked perfectly and look like a professional installation. Hard to believe gorilla tape was being used to keep the bolts from turning, which doesn’t work. Thanks again for the tip.
