title question
 
I am looking at a Cobra with a Maine title. The owner claims that it is a rebuilt title because donor parts were used. It is titled as a 2003 with aa assigned NH VIN. Are all cars with donor parts considered rebuilt?

I don't know about other states but here in the republic of Californian any car with or without donor parts that is basically a kit car to start with has to be titled as a Special Construction Vehicle under SB-100. I haven't heard of a rebuilt title before.

To title the vehicle as described in MN you would have to complete a:

"Declaration of Reconstruction Special Assembly"

Submit that with a boat load of other DMV documentation.

If accepted, a vehicle inspection would be performed by DMV.

The inspection is not only safety related but is also focused on the prevention of stolen components used in the assembly.

Owner has to show all receipts, bill-of-sale, etc., for all major items to pass inspection.

To be declared as "Rebuilt" on a MN title means the vehicle was "Salvage" and restored to roadworthy condition.

Requirements vary between states and it is advised you do the homework before submitting any paperwork.

Such title declarations make resale difficult. Think about it - you're questioning it. What will happen when you try to sell it? Buy it if you can get the title fixed, but there are others that won't have this attached to it. Don't buy it and then think you can get it done, ask the seller to do the work before.
