Question: Tilton clutch pedal travel adjustment

I need to adjust the clutch pedal travel on a 600 series pedal assembly operating a 6000 series HTOB. The instructions say to press the clutch pedal until the rear wheels can be rotated by hand (meaning the clutch has sufficiently released), and then increase the pedal travel by 0.25 inch. It doesn't say where to measure that addition 0.25 inch. Is it at the pedal pad (which can be moved up or down), the pedal stop or the piston rod into the master cylinder? My guess is at the pedal stop, but I need facts rather than opinions. Tilton should be open tomorrow, but I'm hoping someone here knows the factual answer. Anyone?

Edit: Answer below.

Never mind. I found a Tilton video with the answer. It is measured at the pedal pad.
