I don't think that "WART" would work in CA. I believe there is a restriction on the height of a hood scoop in CA. and I don't think it is any where close to that. I believe it is around 4", maybe less.

I've seen this before while surfing.

It wouldn't be legal in PA either. they have a rule aboutthings in front of your windshield blocking your view. I think it's like 4" or 3", maybe even smaller. The only thing allowed to block your view are wipers
