Frame clearance
 
I am ready to weld in the motor mounts. The bell housing and backing plate by the starter motor are just touching the frame. Is it better to a) grind off the bell housing/backing plate; or b) cut out an arc in the frame and weld in matching plate to provide clearance.

Don't compromise the integrity of the frame. The engine WILL move somewhat when it under power and as you shift gears. Allow some clearance between the Bellhousing and the frame. Removing metal from the backing plate (between block and Bellhousing) outside of the Bellhousing is a better idea.
