The flat bottom of the pan seems like an odd place for a crack to develop. Is there a baffle on the other side of those new welds?

Yes. The welding of those baffles to the underbelly is probably what weakened the metal and caused it to fatigue/crack. Said another way, it could happen, again. Time will tell (and then I get to keep my promise and the photo show of me and a 10 pound sledge will follow).
