New Ordinance May Cause Hush Over City
Violators Face Fine, Jail Time

HARTFORD, Conn. -- A new noise ordinance is expected to keep sounds in the Capitol City to a whisper -- at least that's the hope, officials said Thursday.

The new law in the city makes it illegal for anyone to make noise that can be heard more than 100 feet away, unless they have a permit. That distance is equivalent to the distance between two city light poles.

"We have heard loud and clear from community over the past few years about the importance of dealing with this issue," said Jim Boucher, of the Hartford City Council.

Mayor Eddie Perez and Police Chief Daryl Roberts kicked off a campaign Thursday to educate the city about the new ordinance. They said the goal is to improve the quality of life for residents.

Resident Martha Kelly said she lives in Frog Hollow, which Roberts said is where most noise complaints come from.

"You have to deal with a certain amount of noise anyway from garbage collection and so forth, but some of it's not necessary," Kelly said.

Violations can range from a car muffler, loud motorcycle, or blaring music from a car or home, Roberts said.

But police officers who respond to noise complaints won't carry noise meters like other cities have, but Roberts said they'll simply issue a citation if they can hear the noise 100 feet from the source.

Consequences for violators include community service, a $90 fine or 25 days in jail.

Mayor Eddie Perez has more to worry about than noise. He was recently ARRESTED FOR Having a local contractor do about 25-30 grand of work on his house for FREE among other things he is being investigated for

There is so much crime in Hartford that I think this ordinance is unenforceable. Police have so much to worry about with murder and drug wars and shootouts and drive-by's that they won't notice the noise...only you will.

We have had 1 governor and 3 mayors from all three major cities go to jail in the past few years. Three mayors are still in federal prison.
Maybe Dodd can join them
