Ammeter gauge not moving

The needle on the ammeter guage does not move. With the engine off, the guage reads just shy of 0 on the negative side. With a fully charged battery, the engine running, electric fan and head lights on, the guage reads the same, the needle does not move. Is this correct?

Originally the wires were not correct on the external voltage regulator. Switched the wires to the correct posts. The alternator reads 14.99 volts. The plug at the voltage regulator reads 13.9 volts.

The (proper) replacement ammeter should arrive today or tomorrow.

It's easy to check the ammeter function. With the ignition on but the engine not running, turn the radiator fan on with the override switch. The ammeter should go negative by about 15A. (If it reads positive, reverse the connections.)

I already installed the new guage. With the engine off I turned on the head lights. The guage did not move. The green wire from the starter solenoid is connected to the positive side of the gauge and the red wire from the fuse panel to the negative side.

The AMP meter connections need to be in the current path in order to register... If you fans, headlights, or what-ever, do not draw power from the "OUT" side of the gauge, the instrument will not know its there...
