I've been tieing them in to steel framework rather than glass floorpans. I've also been putting in a driveshaft safety loop that also serves serving double duty as a good solid mount in the right location for lap belts. Use good forged eyes for the belts if you don't have loops.

I ordered my lap belts from WESCO Performance: http://wescoperformance.stores.yahoo.net/seatbelts.html

The belts came with good instructions, bolts and large mounting plates. The plates mount below the floor, a retaining bolt goes through a bracket on the end of the belt, then through the floor through the center of the plate.
