The 'self adjustment' is a misinterpretation of the ADR. The intention of the ADR is such that adjustment must be carried out with a single hand. There are many belts out there which are compliant with the UN ECE regulation (12?) which by equivalence listed within ADR 3/03 means the harnesses are legal. I have emails from the RTA and from the Department of Infrastructure assuring me that harnesses are legal if they are listed as meeting the relevant UNECE regulation. I even included photos of a set of such harnesses, and the DoI said they would be acceptable on the provision that the mounts for the harnesses met ADR requirements and the seats also met requirements.

If your engineer won't do this for you, find one who will - it isn't that difficult.
