NSW and Under Construction
Increasing Stress Levels:mad: :mad: :mad:
I have spoken too my engineering Signatory today and he indicated that the emissions ADR 79/00 changes as at 1/1/05 to ADR 79/01. The upshot being that the new changes mean that no current engine in Australia willl comply in NSW. He is awaiting a reply from the RTA as to how they will apply the new reg. The other state are allowing a grace period before implementation. Any other info out there ???? :confused: Cheers SNKBTE |

The information I was given by the Engineer @ Vic roads was that the ADR's relevant to the vehicle to be registered are those ADR's relevant to the build date of the vehicle. The build date he said was the date of construction of your chassis and not the date of registration. I acn only hope he was not joking when he said it.

Victoria is one of the states that is allowing an exemption. That is the "under Construction" exemption. In Queensland we are still running with old rules, so any engine that is less than 5 years old is ok.
This can be fudged a little as US etc have tougher emissions, so any 90's 302 windsor is fine, same as Toyota 1UZ-FE, Holden LS1 etc. As to information about chassis date, queensland goes by registration date. So it means rules are constantly changing in relation to what can be approved, not very fair. Recently QLD introduced compulsary VIN number allocation after inspection by police and also compulsary pit inspections and engineers have a lodge a bundle more paperwork. Approvals in QLD are progressing steadily at the moment. With last Cobra I built with my brother, we got held up for months as QLD transport was just changing the rules. It didn't make any difference that we had already started the approval process(ie already had VIN allocated). They even sent a fax to our engineer saying that no approvals would be held up, yeah right. Anyway they just kept changing their minds, eventually we got car registered but it was only due to a really nice guy at rego office wanting to help us out. Things have settled down now. This was end of last year. Want to know what makes me laugh about NSW rules. Our old carby DRB, which when built could not be registered in NSW, 5 years later when we wanted to sell it, it was going to be quite easy to re-engineer it and rego it in NSW. If you planned it right, did not even need a pit inspection. So there is still loop holes around. I think any registered kit-car can be transferred to NSW. |
I know it's a big ask but could you register it in Vic or Qld and the swap it in a years time????

A mate of mine has a 512TR Ferrari, lives in Sydney. RTA won't let him register the car in NSW. It is registered in his brothers name in Victoria, no hassles with car living in NSW all the time. Friends of his with similiar cars, get them registered by relatives in QLD. Pretty sure he said QLD was cheaper for rego as well.

Thanks BATMAN, if things go pear shaped trying to get NSW registeration, you may have two Cobras registered to your address.

In Vic there is a three yr grace period from construction date. The engine will be the last thing I do to the car b4 rego so I don't get caught out. I don't mind that a late model motor will cost more, cause in the long term, it's still better bang for your buck than a 302 efi after mods. (300kw stock :D) Good Luck with rego and keep us posted! :) |
