Turn signal not illuminating brighter?

I'm having a problem with my driver's side turn signal. When it flashes, it goes off and then back on. The correct illumination should be that the light is always on, and gets BRIGHTER when the signal is flashing (this is how the passenger turn signal illuminates). Anyone else having this problem, and/or know how to fix it?

Is the bulb a dual filament with one of the filaments burned out?

You have bad grounds!

It is a dual filament bulb but both filaments look good. I'll check the ground tonight.

"Looking good" is not a test of functionality. Hold the base of the bulb securely and tap the bulb and see if either filaments "wiggle". Or swap the bulb to the other side and see what happens. If the bulb is OK on the other side, it could be the bad ground as CHANMADD mentioned. Also check for corrosion on the spring loaded terminals in the socket.
