Why is it that virtually every appraisal I've seen has been on the high side? It is VERY typical for a car to be listed below the "appraised value" and it is excedingly rare to to EVER see a car sell AT or above appraised value.

Of course if I'M paying for one I want a "leaning toward the high side" number, for insurance if nothing else.
