I didn't really pick up on this before, I simply chose not to ask questions. But now I'm looking at my title, and it clearly has the yr. model as 0000. The Yr is listed as 2002. I looked at the model yr before, probably thought I saw 2000, which was still weird, but WTF. Now I'm wondering why it is 0000 instead of 2000. I'm thinking this is some kind of a code or key word rather than an actual model yr description. If Arnold can rescind the car tax increase, I'm sure some future cretin can rescind the smog exemption of SB100 cars. Should be easy to do a search of model yr 0000.

If you got (or get in the future) a letter offering you $500 if you let them crush your $50-100k car it is because it was identified as a suspect vehicle and was identified as such when you smogged it.

That (as I see it) is the only reason for the trip to the referee station under SB-100 if, like in my case I had a passing smog just last year (well under all emissions for a 1966 428 engine with or without dual carbs)

Man, sometimes I hate thinking so diabolically and finding out i'm right.

As a former Californian (I grew up there), I am very sad to see such a beautiful place become such a difficult place for hard working, tax paying folks to live their lives. Yes, you can't beat the weather, but seeing the unrelenting (and increasing) assault on the personal freedoms and rights of anybody who isn't represented by a special interest group makes me soooo glad I left. Hope AHNOLD can make a positive difference.

Bud,thanks for the open invite!It's a shame that in California that the tail is truly wagging the dog.Most of the counties are Conservative statewide,with exception of a few densely populated urban areas.Despite the large land area represented,to a large extent we don't seem to be heard.Our former clinic director grew up in Texas and her family still lives there.She says they are very business friendy there,and homes are an outstanding value.The new Gov is already making me very nervous.I might be moving sooner rather than later!

To top it all off I just looked at my spcns document from the BAR smog station. It has me down as a 1960 7 liter Ferrari engine. It never ends. I wonder if this means I will be getting a letter from the DMV notifying me I under paid my fees. Surely a 1960 7 liter Ferrari engine would be worth $100k+...

There might even be a reward if you let me turn you in!!

I have been following the insanity of Cal. and the limited process of SB100. If I understand the issues correctly a new build MUST be 1 of 500 alotted SB100 to even be allowed at any cost to be titled/reg. that year.
Does bringing a car in from another state ( already titled as a 1965 and registered as such ) greatly change the challange before you. Asked a little differently - if a 1965 XXX tiltled replica brought into Cal. mean you do not have to be drawn as one of 500 for the SB100 and can now just take out of state title to DMV, get a smog reading but can not fail regaurdless of reading, go to CHP to have VIN # verified and now pay required tax's and you are done? These tax's would now be at an amount lower than the 10 % under SB100 but based on ? % of sales tax based on car value?
What is the % of sales tax on a USED or already titled car from another state ? Is this amount of sales tax lower than the 10 % and the only tax required ? This amount would not include the $ for plate or registration fees .... Right ?
Did I leave out a step for titling a car already titled in a state that calls it a 1965 and not a 2003 or year built?

Jeff,it is my understanding that if you already own a car that is registered in another state, and you are moving to California to become a resident,under SB1578 you would need now to pay 0.67%(dropped from 2%)as a personal property tax of determined value of the car+the standard registration fees.You would have to pay sales tax in addition if you are a resident of Ca.,and bought it either in or out of state while a resident,which varies by county but is typically between 7% and9%. SB1578 tranfers are part of the total 500,thus all the anxiety.As an example, when my $63K ERA arrives,and as a California resident, I am planning on paying roughly$4,568 in sales tax(7.25% for my county) and$422 for personal property tax.The misc. fees will probably be less than $100,so I'll be writing a check for roughly $5,000 when I go in for my SB100 number.If I owned a car of equivalent value registered in another state when I moved here,it should be approx $500.under SB1578.Again,this is my understanding and could change tomorrow!

PS-I think Ca. may call the sales tax equivalent a "use" tax when you register a car purchased while a resident.

PSS-JeffC,why would you want to even consider moving here?

WOW, this all sucks! Please understand I am not asking a question to things I do not know the answer to and then arguing with you about answers, but it all seems SO WRONG.
Why or how can Ca. charge tax on a property that has already had tax paid several times.= 1st income tax on money used to purchase car. 2nd sales tax on purchase of car in another state in this case. 3rd Ca. registration taxes and assuming current tags and fees paid in another state have been paid for at least one year are still current. 4th now pay 0.67% personal property tax to move it into Ca as a new resident. 5th now again pay Sales Tax ( 7 to 9 % ) on a car to Ca., but has already been paid in state originally purchased.
Then the final insult is , If car is titled from another state with VIN assigned and declared a 1966 by that state WHY WOULD IT NOW have to go through the SB100 steps?
I should be able to drive up to a DMV and walk in with my title stating 1966, get any inspection needed to verify VIN numbers on title match the car, pay my $$$ and leave. Should be no different than a 1966 VW in terms of process. This is such a P.C. world anymore how can they just flip the bird to documents from another state? The FEDS have no problem with laws of that state.

Just what is the DMV reserving 100 numbers for and how? I don't see anything in either bill that gives them the right to do that. Is that their way of doing away with it. Next year 200 numbers and etc until they are all reserved and not for use. If they are reseriving them for their own use, then that is illegal as they would have to let anyone go in and reserve a number for themselves.

JeffC,you can now see why many Californians are moving your direction!The one thing that no politician is willing to touch(yet) is the 1% property tax on real estate as the result of Prop13 back in the day.The State and local govt's have squirelled around this in a zillion ways with various "fees" and"assessments".As another example,if you want to put your boat on the water in Ca.,your yearly registration would include a "recreational"tax that would go to the county you reside in,in addition to paying for a tag for both the boat and the trailer.This is also a percentage of the assessad value of the boat.Have you ever looked at the gas pump label to see how much of the cost of a gallon of gas goes for various taxes?If not,you will probably be shocked.It's not deductable either,unless the cost of fuel can be deducted as a business expense otherwise.That said,life in the foothills of the Sierra Nevada mountains is pretty good,and a conservative lifestyle can minimize the tax hit.I'm thankful that the rural bicyclist at this point doesn't have to worry about annual registrations.Oh,and by the way,and on a "happy"note,the .67% is part of your annual registration for your car as well,not just one time. If you show up here from out of state and have a 1965 titled car from another state that does not have a 1965 VIN number you will be re titled here with a title that has 0000 in the year slot. If you show up in time to get one of 500 slots you will be given a spcns certificate. If you arrive after the 500 slots have been given you are invited to come back next year.

Once you have your certificate you will be required to take a one time smog test at a Bureau of Automotive Repair (state run) station. At that time you will be issued a sticker which is permanantly attached to your vehicle. You will need to return to the DMV (or proceed to the CHP for verification) and finalize the paper work. The year of your car will then appear as the same year it was processed as a specially constructed vehicle.

DMV liscense and registration on a vehicle purchase (new or used vehicle) is generally 10% This includes the 7.XXX% tax which is collected as sales tax, then a registration fee which is fixed and a liscense fee which declines as the vehicle ages to a min. amount (about $56 anually) The sales tax is a one time tax collected by the state just like all other sales taxes are.

My contention remains the only possible reason for the visit to the BAR is to be identified and listed as a gross polluter. My car had been registered since 1988 and had been smogged 4 months before I started the SB-100 process and every 2 years since 1988. It had an old BAR label and was previously inspected. As such the only reason to return to the BAR was to be relisted and identified as a potential enviro terrorist.

I am sure to be labled here as well for suggestion the State would do this. The thing is it has happened before. Stalin had a list. Hitler had a list (and a permanent labling system). In 1942 tens of thousands of Americans were put on lists. Those Japanese looking Americans were invited into internment camps for the duration of WWII. In 1989 the State of California started a list of gun owners. Some of those gun owners have received letters asking that their legally purchased firearms be turned in, or evidence be provided that they were made non operational, sent out of state or destroyed. So don't tell me it can't happen. I have the letters and the documents from the AG's office which direct local authorities to do this. I would be happy to send them to anyone who cares to have them.

I hope I'm wrong. I hope this is all good intentioned bureacratic BS at it's best. I just don't think it is.
