Need SB100 Advice (for a friend)...
 
A friend of mine is having a Cobra built for him, and he has an appointment for next Monday at the DMV to get a Sequence Number. He has 3 separate invoices from the kit vendor, drivetrain vender, and the installer (all three vendors are totally separate). From these invoices, he can determine value, however, the question is:

What date should he use on the Title Application form for "Date first entered CA"? Since the car is not yet in CA (it's being built outside of CA), then what date should be entered here? Should he just leave it blank, since the car is still under construction?

Any and all advice would be greatly appriciated.

The spcns (specially constructed sequence number) should be able to be generated as a separate operation from the registration. The receipts are used to determine value and as a basis for fees. There are no fees collected to generate a spcns number.

It may be necessary to have gotten a vin / processed a mso prior to being issued an spcns. Nothing works at DMV without a VIN. Hopefully he has already gotten his car started in the system. We have a pool about when the 500 spcns numbers for 2005 will be gone. Last year 2004 it was 45 days.

Remember sb-100 is only a means of vehicle smog exemption, not registration. Registration includes processing the MSO, processing a VIN. CHP inspection, Headlamp and Brake inspection, etc. The sb-100 component is only one way of dealing with smog testing. The old method of using date of engine manufacture or date of chassis fabrication is still in use.

Lets say the car has an engine from a 1978 ford truck. All 1978 emissions equipment must be present. This is why early component car builders used period engines. If the car had a 1966 engine then it was required to have 1966 smog equipment., etc.

I saw a 1966 428 block in the parts for sale section of the fourm ;)

That one is a gray area. Technically he should use the date that he registers the car. But every DMV will treat it differently. I would call the DMV he has the appointment with and ask them about that to be on the safe side. Also who is actually putting the car together? They may ask for a 4th receipt from the person who is actually building the car to prove that it wasn't all done by the same people and hence can be called a turn key. I talked to the DMV a couple of years ago about having a car built in Montana and they wanted more than 3 receipts toprove that it wasn'tjust one operation using different people to sign off on stuff. They wanted a receipt from the paint and body shop, one from the interior shop, and one from the person or persons who actually put the car together along with all the others you mentioned.
