At the risk of offending the sensitivities of AG Morgester... Keep it registered out of state. This is of course illegal, sort of. The DMV wants your money but they have failed you. You are willing to pay but they are unwilling to accept.

Common law tells us if you have tried to pay and the party declines or refuses to accept you are not obligated, that said I am not advocating running your car unregistered... Nevada is happy to help you.

"SB-100" has unconstitutionally created a special class of people. The DMV has compounded the problem by making side deals with felonious builders who have built dozens of cars with fraudulent document which have been shuffled to the front of the line on January 2 to register the cars in exchange for guilty pleas on lesser charges.

Unless or until someone challenges the law and wins there are few options to you. I suggest using an early engine which requires only a PCV valve. Engines cast before 1966 are the best choices.
