I got the same thing four years ago when I registered mine. I got a real certificate in the mail in just a few days. I too had the random license number on my paperwork. When I went back with CHP vin verification etc for the final visit the new registration had the real plate numbers on it.

When I got mine 3 or 4 years ago (whenever the first go around was) in San Jose, the CHP officer let me use the Midstates chassis number for my VIN- and applied a smog exempt sticker on the frame.
Worked great as the VIN is stamped on my frame. Three renewals and no problems- Might have helped that he owns a '65 GT350 !!!
