Here In Ontario Canada where i am from we have to produce an sworn affidavit stating proof of Certificate of manufacturer, all VINS of parts that came of other vehicles such as engine, transmission or donor vehicle and the Ministry of Transportation Ontario verifies to ensure none where stolen and bills of sale for other related parts to ensure all taxes where paid, Then a VIN is assigned to your car as unfit, then a safety is preformed on your car. Once completed it is back to the MTO to change your title from unfit to fit and with proof of insurance your car is licensed on the road, It is a procedure but if corners are cut the end results can be costly,
