1. I don't know.
2. Omron is a Japaneese electronics company. I couldn't discern a part number from your photo, but if there is one, perhaps you can look it up.
3. Wild guess is a relay of some kind.

It's wired into the chronosynclastic infundibulum. Not to worry though, it looks OK.

That was my guess. I was wondering why it was just hanging there, it doesn't seem to have ever been mounted anywhere. This car was assembled at ERA so I'm surprised its not in a cover box and nicely mounted. Is there a typical mounting point?

It is a Homeland Security widget. You're on their list.

What do you mean some day? You're a legend now! I'm putting it on eBay as soon as I can...wipers are over-rated anyway.:)

If you are going through the whole car you might want to buy some industrial Velcro with adhesive back. That makes it easy to stick one side on the firewall or other surface and the other piece on the back of the widget board and secure it. I did this in several areas under my dash to secure wiring and other components. A piece about 6 inch long stuck together back to back makes a handy wire wrap that can be removed and reused over and over.

I think you can conclude from this that it's the wiper wiring. Strictlypersonl is Bob, ERA's engineer and I believe he builds at least some if not all of their harnesses.

The relay is supposed to be attached to the transverse tube at the firewall. The plug that is at its end should have a mate to the wiring harness (#24). It's all in the wiring instructions.
