I think you may be looking for an RF Modulator.

They were recently used to adapt DVD players to early TVs that did not have inputs other than a 75 ohm coax antenna connection. VCR recorders usually had an antenna output but some VCRs would not play DVD players on through them because of copyright protections, thus these modulators were necessary.

You can usually still find modulators at Walmart and any other store that has a selection of cables. The resolution may not be as good as some direct connections, such as S-Video, but it should be as good as common TV broadcast.

EDIT: After some thought, you might need the coax RF signal converted to S-Video instead of vice-versa. In that case, yes, a VCR or DVD recorder, with antenna input, should act as a remote tuner with S-Video and stereo output. I don't know of a common stand-alone tuner other than some of the digital (ATSC) set-top converters now coming out. But, for an older closed circuit distribution system, you likely need an NTSC analog tuner such as found in older VCRs, DVDs, and TVs. Newer DVD recorders have both ATSC and NTSC tuners built in if you are looking to invest in the near future.
