Legal Wranglings

Could someone tell me, legally, is it more prudent to exhaust every possible legal maneuver (such a waste of resources) rather than proceed straight to discovery/response to nullify the question?

I thought yesterday would have provided something different.

Heck Bill, they can stall it off as long as there are taxpayers to foot the bill. It is no wonder the court system is so overloaded and backed up. At least the courts around here claim that.

How could you possibly use "legally" and "prudent" in the same sentence? Costly delay tactics are common when one is guilty or has something to hide. There may be nothing here, but it's more than passingly strange that BO just cannot produce the certificate - case closed.
