That's a click-bait article. Nothing more than a cruise control setting using the vehicles cameras. Can be turned off, and overridden by the right foot.
Designed so that cars slow down when camera see the road sign changes limits. In other words keeps the phone texters and Derp-a-lots out of trouble.
