Were the 1963 and 1964 289 K code engines painted Black?

Yes, with either Gold painted tin covers with no holes for PCV or Breather during 63 and early 64. Chrome plated tin was an option. Oil filler/breather was integrated into the front cover. PCV hit the scene in late 64 early 65 wit a redesign of the valve covers and front cover.
