California SB100 Renewal
Does anyone have experience with renewal under SB 100 in California? I am trying to renew my Smog Exempt registration but the DMV is asking for a smog certificate? Help.

I talked to the supervisor on the phone. They said nobody there knows about the SB 100. I went to the office and they knew nothing and said to to the Smog inspector. Went to the Smog Station he said he had no clue.
Now I have a call into the Smog Referee to see if they coded something wrong. What a crock of ……. Bottom line, I can’t get a renewal. |
Mine has renewed without problem for 20+ years. My only suggestion is to go to a DMV in a larger city, where they have experience with SB100. Other than that, I would assume that the Smog Referee will do his/her due diligence; however if he/she fails then the mess in you are in may get worse before it gets better.

Latest update. Got a call from the Smog Referee. They coded the car wrong in the system. He updated the DMV data base and new registration is in hand. Anytime a DMV issue is resolved within a week, it’s a good week.

It indicates how dead the SB100 program is. Remember when everyone got in line January 2nd in hopes of getting one of the coveted 500 allocated numbers?
Since then, the DMV staff has probably turned over quite a bit and knowledge about the program probably has gone the way of all old things..... lost in time. |
I thought that I had the Memo number and I finally found it. The DMvs may have thrown it away by now but the number is vr-2002-25.
Here is the wording of the paper that some of the people got here when there was such a fight to get one of the 500 numbers but most DMVs have probably thrown the memo away now to kiss up to Newsom. The clerk MUST read this, and understand it. If they are unwilling to get the book, ask to see the supervisor. This MEMO tells the clerk EXACTLY how to input the information into the computer. Make sure that the clerk enters the information correctly, and that the vehicle is set up as a current model year SPCN It is also very important that they also assign you a SB-100 number- the only way they can get the SB-100 number is to call Sacramento. DO NOT LEAVE THE DMV WITHOUT YOUR SB-100 NUMBER!!! Ron |

I tried a search on the document # VR-2002-25 and was unsuccessful. The search request came back with a, 'your search did not match any documents..." response. It may have been superseded or perhaps just lost in the tunnels of time. I did get a VIN 2012–23 document returned that deals with; "The Application for Title or Registration (REG 343) was split into two separate forms; the Application for Title or Registration (REG 343, REV. 2/2012) and Verification of Vehicle (REG 31, REV. 1/2012) forms (samples attached). Effective October 1, 2012, prior versions of the revised REG 343 and REG 31 forms will not be accepted unless the REG 343 and REG 31 forms were processed as report of deposit of fees (RDF), a suspense transaction, or was signed/dated on or before September 30, 2012." but no VR-2002-25! They (DMV administration) may have superseded the document, retired the document, or simply forgot about the document because of the disruption they felt it incurred. Bottom line, it appears to be gone these days. |
