Expansion Tank?
 
I know the expansion tank is at the highest point on the engine. Question is; is the overflow run to the radiator? If so, is there a special cap that I need to allow for the flow back into the radiator since most caps are sealed?

What about running the take to a water jacket inlet on the block itself since this is higher than any place on the radiator?:JEKYLHYDE

Are you talking about the expansion tanks used on the 289 or the 427?
I've include a pic of a 289 expansion tank set up.

I had a local muffler shop bend some 1 1/2" pipe to the shape I formed from a bent coat hanger. I wielded some 90 degree elbos to the pipe and threaded some brass hose fittings to them. I had them ceramic coated. The Canton Expansion Tank was purchased through Unique (approx. $80). As you may be able to see, the rear fitting goes to the upper port on the Canton expansion tank and the forward fitting goes to the lower Canton Expansion tank. The overflow hose is just that, an overflow hose open to the environment. This is how the orginals were set up.
I did some research on how the originals were set up. When I first filled the collant system, I first filled up the engine by removing the temp sensor. I then filled up the rest of the collant system straight through the Canton Tank. It did not take long.
I have over 1,000 miles on my car and have never had to add additional collant.
I also shaped my lower radiator hose form 1 3/4" pipe that I also ceramic coated.

I did use rubber radiator hoses to connect the upper and lower hoses to the radaitor and engine for vibration isolation.

The expansion tank is plumbed into the cooling system below both seals of the cap. Between the seals it is plumbed to a drain pipe or a catch tank for a dry race track. I got a tank off an old Thunderbird for $8 and turned it around on the plumbing to make it a left hand exit a la Cobra. Blasted and painted it. Mumma thought it was a new one.
