Classic Roadsters Electrical Problem
I have just developed a problem of having power to the starter solenoid when the ignition switch is ON. I have checked the starter solenoid and the ignition switch, and both appear to be ok.
Is there a RELAY under the dash that provides power to the solenoid? I went through the manual and I can't find an mention of that particular relay. I have not yet squeezed under the dash. I have had my car together since '95. I am using the standard CR wire bundles but have an ignition switch/steering column out of an '85/'86 Capri. I have had no electrical problems until now. Sounds like the ignition switch is out of adjustment. You can loosen the nuts holding the switch to the column and move it front to back for adjustment. If it is too far one way it will engage the starter. There is no relay for the starter circuit. The other thing to check is the starter control wire to the solenoid. It is wire # 126. If it is getting power all the time it will do the same thing. More than likely it's the ignition switch. Buy the way the ignition switch is located on top of the column and not where the key is. It has 2 connectors going to it.

Ford starter soenoids can and do get stuck in the "start" position when the contacts arc weld themselves together. A quick rap on the top of he solenoid with a wrench unsticks it. Then you replace it. Oops, looks like I misread your problem, sounds like the starter switch.
