I have a close ratio toploader (big input shaft and 2.32 1st gear) with a Jag 3.31 rear end ratio. This combination is often associated with big block engines putting out big torque and horsepower numbers. However, I have a small block currently which I intend either stroking or going to a 351W (and even stroking this).
What sort of HP and torque numbers would I need to make this combination somewhat streetable/driveable?

Not as much as you might think. A combo like that is - as you said - usuallt used on aBB car. But those BB cars are things like old Mustangs and Galaxey's. They weigh at least 1,000# more than your roadster. Any reasonably healthy SBF will do fine.
