Stock heads??
 
I didn't read all of the posts, but If these are stock 351W heads, then they are all the way down because they were designed that way.

Ford put adjustable rockers on the BOSS engines and very few others. If these are stock heads with stock rocker assemblies, they are to be all the way down.

Check a manual.

To make them adjustable, you would have to mill the bosses and tap for screw in studs. Since the studs on the 351W were something like 5/16 or 3/8, you would have to find that size stud. Then you would have to either bore the head for guide plates if you have the closed opening for push rods, or find plates that line up with the openings.

Then there is the rocker arms themselves. The stock ones will workf fine for many years provided you change oil and don't over rev. the mill. However, you may want to install roller rockers and get a little extra out of the engine.

The important thing here is valve train geometery, if it is incorrect you will wear out all the valves and guids very quickly, I have done it before. Remove a rocker arm and look at the wear pattern on the valve tip. The pattern should be in the middle of the valve. If the marks are towards the top edge your push rods are too short.

Take a pushrod to a machine shop and have it measured, from there you can look up pushrods for a 351w and compare sizes.
