Panel lights ON turns Tach OFF?
 
The puzzle: when I turn on the Panel Lights, the Tach dies. Does anyone have a suggestion as to which wire is not in its correct location?

Might be a bad ground for panel lights finding it's way to the tach trigger wire and holding it above ground to the point that it does not have a sufficient enough voltage change to trigger the tach circuit. Try grounding the tach housing directly and see if it helps.
