Do bigger rims need bigger brakes
 
When changing from 15" rims to 17" rim do you need bigger brakes?

Not necessarily, but the bigger rims do allow more room for larger diameter rotors and /or bigger calipers--

However, if the diameter of your tire increases you will need to rebalance your brake bias and/or install caliper/rotor combo for deceleration torque. ( or maybe a different size master cylinder or pedal ratio)

Bigger wheels do not require a brake change. But heavier wheels do. An increase in rotational mass will require more effort to change directions. To maintain the same performance you'll need bigger brakes and more engine power.
