Toploader not downshifting well
 
Going from 3rd to 2nd sometimes it won't go in...no grinding etc and if I throw in to 1st with the clutch ingaged it will then go in 2nd....no problems going 1st thru 4th

Sounds like the synchro ring is sticking in #2 side of the 1-2 hub. Try shifting it a couple times without the clutch and see if it will slip in that way. If the ring is stuck it will be very difficult to shift it.

do you have a hurst shifter?

Just put a hurst in, had a factory ford shifter and it did the same thing.
