Clutch issue

Hello, I am having a slight issue with my clutch and wanted to get some others input. On normal launches it feels fine. If I cruise in a higher gear at lets say 1500 rpm and then roll into the throttle the rpm flares to about 3000 but then it catches and pulls back down and is ok the rest of the acceleration. I am assuming the clutch must be slipping but confused as to why it doesn't continue to slip even if I am at WOT. Had the clutch out not too long ago for an engine rebuild and it looked like new. Is this a feature of a centrifigal clutch ? As long as the rpm's are up it works perfectly fine. Any input is appreciated.
Thanks.
