Please accept my apologies for taking so long to reply.
It's a while since I joined the 289 Register and since then the layout has changed slightly.
If you just want to start a thread or post a comment on the general forum, you simply have to register (this costs nothing). Just click on the 'register' bar (in the forum area) at the top right hand and submit your details.
If you wish to become a full member, go to the front page of the site, click the 2nd item in the right hand column "289 Register Membership Benefits". The 2nd item then changes to"Join The 289 Register". Click on that. There you'll find all the necessary details and methods of payment. You can even subscribe via PayPal.
