The whole ordeal should take you about 2months at best. At least your car is already titled and registered (incorrectly) so you can drive your car while going through this. Also ask the inspector if you can drive the car to the inspection sight, your really not suposed to but since your car is already registered they might.
Best of luck if you want to talk give me a call or you can email me at work

Once you pass the inspection and they can verify the year of the engine they will issue you a new title in the mail and give you a piece of paper stating what year the car's emissions must comply too. Go to your local DMV and re-register the car using the new title. You should be done at that point because I don't believe there are any emission requirements for a 1968 car, but I am not sure.
It is best to ask the lead inspector at the specialty inspection sight and don't bother with the people in Trenton (I found them unhelpfull and wrong most of the time).

Hi Sal, Congratulations on your purchase! You did good by buying a car with a 1968 motor, but the 2004 custom NJ title won't do. You will most likely have to retitle the car as a reconstructed "REC" in NJ. The date of the car will remain 2004 but the emissions will be based off of the 1968 block (if you can prove it). Call the specialty vehicle title department of the NJ DMV in Trenton and they will send you some forms to fill out. Where you will have to give a detailed discription of the build (not too difficult), and the serial number, or casting number off the engine (very important). After you fill everything out pick an inspection sight (winslow, Mooristown,or Ausbury). Call to make sure Trenton accepted your application and make an appointment at one of the sights (might take about a month).
