NY State Registration

I am working with a DMV middleman in NYC..
But they have tried 2 different DMV locations and each one refuses to register the car, They claim it is a kit car and has not gone through safety...

I noticed that Mark Thompson built a horizontal headrest for my car.
I did not see it in person, But I would buy one if someone had one put together..
