The oil hole in the rocker shaft should be on the bottom since the valve and pushrod are pushing up on the rocker and the lubrication needs to be at this point. Your photo shows the hole on the top....

I have seen a 427 block without the pressure relief, a guy I work with had it about a year ago. I sold him a set of DOVE cross bolt caps for it. Definitely an ex marine block. Good luck.
