Isolation is always a good idea when rummaging around electrical wiring...
As to the shorting of the speedometer cable, take a little of at a time, I don’t think that more than a total of 1/8" should be removed. You might want to check under the dash to be sure the cable has the minimum number of changes in direction and all the bends are large sweeping turns. Any securing of the cable under the car should not crush or force the cable in any un-natural bend position...A smooth flowing cable path..
