Bill 1578 was written specifically to cover situations like yours. It allows out of state vehicles to get a SB-100 number, but unfortunately it also uses the same 500 numbers that all people are competing for. The way SB-100 is written it couldn't have been legally covered by SB-100 as the vehicle is a turn key car.
