America was simply catching up to what Hitler was doing in Germany. Once FDR realized that his "work programs" were going to result in our destruction. (or at the least a changing of the guard in DC) He got off his ass and put some effort into getting the factories back up and running. I like to think he grew a sack and told that ugly thing he married to "STFU and get out of the way! This s**t is getting serious!".
