As I mentioned above, the State of California will normally require that the car meet the smog requirements for the year that the car is registered as. In your case, the car would l likely need to meet the smog requirements for a 2003 vehicle with the same motor if you decide to register it as a SPCN and smog the motor.
SB100 is definitely the way to go if you can get one.
Just me, but make sure the "authorized agent" is someone that comes with references.
