Like I said, the numbers surprised me in that my understanding is that Mexico relies far less on drug therapy than the US.

If that is the case, then the example here MAY indicate Mexico has much less control of drug therapy than the USA. While it would be easy to conclude the USA is "superior" in that regard, to me I would conclude both countries have a serious drug therapy issue that needs to be dealt with. 165,000 deaths is about three times the number of troops killed in Vietnam, a significant number.
