What would be the proper protocol in this situation? It seems really strange that the POTUS would be bowing to an American mayor, whether or not the mayor is female and/or has some specific ancestry (the Japanese bow a lot). You would think that if anyone was going to bow, it would be her bowing to the President. The Admiral has that "I can't believe what I am seeing" look.
