Mine only required exterior door handles if there are provisions for a roof, and I would have asumed if a roof is a possable fitment then external locks would be required.
Further to that I know that anything with a roof that has to have external door handles, must have a manual operation (in cases of electric solenoids, there must be a manual alternative) from outside the vehicle in case of accidents.
