Default Weber fuel pressure / gas on manifold?

I just got my Weber 48 IDAs back from the tuner after installing them. It runs like a champ, wow what a difference. Love it. No filters.

I get back from the 2nd of three rides and the top of the manifold, specifically in the crevises of the driver side and passeger side edges, are filled with gas. It is not wet every where, but specifcally from the center two carbs.

I am trying to maintain 3psi of fuel to my Webers, and just realized my regulator can only maintain down to 4psi.

What do you think is causing the gas? Everything is tight.
What regulator are you running?
What fuel pressure are you running?
